It's probably a twisted thread crepe weave of some type, and the previous owner is calling it Tsumugi, woven from raw 'waste' silk from the floor of the weaver's studio. But there are no official labels as such. The texture is so interesting; look again and you may see different crinkle effects in 'stripes' across the width.
