My guess would be that this is made for about a size 36 chest

They don't seem to have been worn much at all and still have the original price sticker on the bottom

you turn the top black button to unlock it and push down

I have seen these on various civilian suitcases as well as in use by soldiers on their rucksacks. Its old but its very hard to say exactly how old.
