It looks like it says "A Stein Original Baltimore

there are a few specks and some fogginess around the outside

It has 18 spoke holes per side and 20 teeth

There is also a small puncture in the leather handle but I believe this is actually from a leather punch and likely a defect from the manufacturer

MEASUREMENTS (approximate): Bust 46" Waist 38" Hips 46 1 2" Length 39 1 2" This dress may be handmade; it does not have any labels. Fun scalloped edging down the front. It does have one pocket. Fairly good condition with a few flaws. There is a repair along the waist (could be hidden with a belt). A few popped seams and some pulls in the material.
